The Empire may try to reclaim Skyrim, and I need everyone ready for that. Though the biggest threat, of course, is the elves. When Esbern , Arngeir or Paarthurnax suggest that capturing a dragon in Dragonsreach may be the only way to get to Alduin, Jarl Balgruuf the Greater or Jarl Vignar Gray-Mane depending on which is the jarl of Whiterun will be understandably hesitant if the Civil War still rages.
As a result, you will have to arrange a peace meeting between the Imperials and Stormcloaks in High Hrothgar, starting the quest Season Unending. When you approach Ulfric with the message from the Greybeards , he will remark: "It's about time they turned their gaze from the heavens, back to our bleeding homeland.

Should you side with the Imperial Legion during the Civil War, you will be given the assignment to get Balgruuf the Greater to side with the Empire. After being told that Ulfric plans on attacking Whiterun, Balgruuf will want you to deliver a message to Windhelm to see if this is true.
Specifically, he will have you deliver his axe to Ulfric. Once you have completed your trip to Windhelm and have arrived at the Palace of the Kings, you can approach Ulfric and tell him you have a message from the jarl of Whiterun. This will pique his interest and he will respond: "Is that so? I've been wondering when he'd come around. What's this? You're quite brave to carry such a message. It's a pity you've chosen the wrong side And tell him he should prepare to entertain I expect a great deal of excitement in the city of Whiterun in the near future After you have finished your conversation with Ulfric, you will have to return to Whiterun and deliver the message to Balgruuf.
This will then lead into the Battle for Whiterun. After fighting your way through the city of Windhelm , you will make your way into the Palace of the Kings where you will find Ulfric Stormcloak and Galmar awaiting your arrival:.

Any last requests before I send you to Ulfric actually enlisted in the Imperial forces at the time, something which would be absolutely unthinkable for him today. Still, he fought with all he had against the threat that loomed over not just Skyrim, but the entire Empire as well. While Ulfric claims that he wants independence for Skyrim, some of his actions seem to imply that's not all there is to it. He's so confident and full of himself that he believes he can become the High King himself simply by killing Torygg.
Ulfric doesn't actually need to be High King to further his own cause and beliefs. Plus, by forcing himself into that position, he's made himself quite a few enemies in the province, who believe he acted out of line and far too hastily. Just like most people in Skyrim, Ulfric absolutely despises the Thalmor.
He understands, more than anyone, just how damaging the presence of these people is to the well-being of Skyrim. While his actions are not exactly reflective of that, there's no question about his beliefs.
Ulfric's main motivation for his rebellion was in fact the peace the Empire signed with the Aldmeri Dominion. He considered it a shameful agreement, given how much blood had been spilled in the Great War. Although Ulfric's dedication to his cause is admirable, he often gets too distracted by it to pay attention to some of the more pressing issues in his direct line of influence.

Losing the port of Dawnstar is lessened only by the threat of Imperial forces being so close to Windhelm. What do you know about Shouts? I trained with the Greybeards at High Hrothgar when I was a boy. The Way of the Voice is an ancient, spiritual form of magic in which you project your vital essence into a "thu'um" or Shout.
Most people would need to train for years before they could even attempt a single Shout. The Dragonborn is different - you have an inborn ability to Shout, the same way dragons are said to.
The old tales tell of Dragonborn heroes who slew dragons and took their power. It seems those tales are true.
With the dragons returning, and now a Dragonborn appearing Elisif the Fair is the only former Imperial supporter who retains her power.
A Stormcloak victory in the civil war leads to Ulfric becoming High King of Skyrim and declaring the country's independence. This leaves the Tamrielic Empire with only the Cyrodiil and High Rock territories, alongside several smaller provinces. Imperial soldiers are expelled from Skyrim except for the respawning Imperial camps and essential Commanders , alongside the population of Aldmeri Dominion agents.
Imperial and Aldmeri patrols can still be encountered as random events, however. After the war, the Dragonborn's efforts are noted, leading nearby Stormcloaks to defend them in battle.
